Review of the Chicago Police Department’s Implementation of Immediate Recommendations to Improve Its Homicide Investigations

The Public Safety section of the City of Chicago Office of Inspector General (OIG) has completed an inquiry into the Chicago Police Department’s (CPD) implementation of immediate recommendations made by the Police Executive Research Forum (PERF). Following a 2019 report that identified 89 recommendations to improve homicide investigation policies and processes, PERF provided a shortlist of nine actions that could be implemented in the short-term to strengthen investigative guidance, accountability, and coordination. The OIG’s inquiry assesses the status of these foundational changes, evaluating whether CPD’s actions address the underlying goals of improving investigation quality and departmental transparency.
